‘Local Finance Act’ is a general law that manages the fiscal activities of local government. And also, as an adjective law, the Act has specific working-level codes for local financial management and control. The Korean central government has control the local finance with this Act, considering the social and political decentralization context. There were 22st amendments since November 11st, 1963. In this paper, I reviewed the transition processes and contents of amendments in view of sound fiscal management and fiscal decentralization. First, I tried to make the three periodic divisions according to the scope of amendments. Second, I analyzed the structure changes for local revenue and expenditure since the 1960s. These changes were useful for interpreting the meaning of transition processes in view of fiscal decentralization. Third, I figured out the periodic characteristics of ‘Local Finance Act’ at each era. And forth, I suggested a few policy and legal implications for next local decentralized financial system.
