학교급식 경비지원에 관한 법적 쟁점의 분석

This paper discusses the principles of supporting expenditures on school meals. The findings of this study are briefly summarized as follows:Firstly, the 31th article of the constitution and the 8th article of basic education law guarantee the legal basis for supporting expenditures on school meals partly or totally to every students. However, further amendment of relevant bills is necessary to facilitate this. Secondly, 7 revised bills during the 18th session of national assembly recommend that the central government and local authorities provide free school meals to every students and its relevant legal basis be established. Accordingly, it is imperative that operating budget in connection with the provision of free school meals be secured within the local finance and the education budget. Thirdly, there are some countries that cover all expenses on school meals:Sweden, Finland, Brazil, Chile and Russia. America, Japan and some of european countries cover the part of expenditure on production kitchens and implement the limited free school meals to students for the lower-income group. Fourthly, these comparative studies between foreign countries have many implications for us in connection with role of school meals as main policy instrument for resolving problems against child welfare and the provision of a variety of school meal programs.
