u-City 환경에서 개인정보보호와 정보격차의 개선방안

With the rapid development of ubiquitous IT technology such as RFID and USN and social requirements for improving quality of life by using IT technology, u-City realization has been actively processes inside and outside the country. U-City is a new concept of living space that makes urban infrastructures intelligent to manage cities efficiently and provide cutting-edge urban service by integrating various information. However, u-City has adverse effects of informatization such as exposure and gap of information as urban citizens collect information widely and use. To realize a future city u-City pursuing citizens’ safety, sound life, health and convenience and reduce gap between the space and information, current legal systems for personal information protection should be unified. In addition, 「Personal Information Protection Act」 suitable to international standards such as OECD privacy protection guides should be legislated and its legal system should be established by actualizing the provisions of the information protection about 「Act on Ubiquitous City Construction」. Accordingly, to reduce gap between information and space, relevant laws including 「Act on the Promotion and Guarantee of Access for the Disabled, the Aged and Pregnant Women to Facilities」, 「Disability Discrimination Act」and 「National Informatization Basic Act」 as well as various policies need to be enforced to expand alienated people and consider their view on the right to access information based on subjective civil rights. Moreover, laws for reducing space gap and activating the rehabilitation engineering-related industry are necessary. Lastly, policies of information gap and personal information protection will have to be integrated and processed for promoting the informatization and u-City policies. In doing so, a future city u-City pursuing citizens’ safety, sound life, health, and convenience will be a success.
