본 연구의 분석 대상은 두 가지다. 첫째는 최근 글로벌 금융위기로 급부상하고 있는 G20 체제의 위상과 성격을 살펴보는 것이다. G20 체제가 그 이전의 G7, G8 체제와 어떻게 다른지, 그리고 그것이 글로벌 가버넌스에서 가질 수 있는 의미를 짚어볼 것이다. 둘째 흔히 금융정상회의로도 불리고 있는 G20 정상회의가 어떤 의제를 중심으로 논의해 왔는지를 살펴볼 것이다. 금융위기 와중에 긴급 소집된 제1차 워싱턴 G20 정상회의부터 시작된 G20 정상회의의 최대 의제는 국제 금융 규제 개혁 및 국제 금융 협조의 제도적 공고화 방안이다. IMF 지배구조 개혁이 글로벌 가버넌스 개혁의 핵심 사안이며 BIS 자기자본비율 규제의 강화와 보안이 또한 초미의 관심거리다. 이런 노력에도 불구하고 미국의 월가(Wall Street)와 영국의 시티(City), 그리고 캐나다의 베이 스트릿(Bay Street)을 중심으로 하는 금융 권력은 새로운 금융규제의 도입에도 불구하고 있을 수 있는 허점과 공백을 최대한 파고들어 위기 이전과 같은 단기고수익 추구전략을 이어갈 가능성이 더 높다.
Abstract
This essay aims to explore two issues. Firstly, it is concentrated on the G20 regime, which is rising newly and abruptly in the wake of the global financial crisis in 2008. It also clarifies the crucial difference between G-20 regime and G7. By doing so, this paper makes it clear what kind of significances the G20 regime might have in the global governance. Secondly, this essay focuses the agendas that the G20 financial Summits have discussed so far. The greatest agendas of the G20 financial summits are financial regulatory reform and IMF reform. The financial regulatory reforms include a strengthening of financial regulation, the introduction of new financial regulation, and global cooperation for financial reform. In spite of implementing financial reregulations, however, global financial powers, including Wall Street in the U.S, City of London in England, and Bay Street in Canada will continue to pursue exorbitantly high financial profitability strategy based on the loopholes of the new financial regulations.
