An Analysis of the Stance of Real Estate Policy during Participatory Government and Lee MyungBak Government

This study tries to analyze the stance of real estate policy during the Participatory Government and Lee MyungBak Government focused on the market clarificatlon of real estate, the speculation regulation, and the economy-invigorating policy. According to a analytical result, the market clarificatlon of real estate policy had some achivements, and it is not safe to say that the policy of speculation regulation on land and condominium had been effective, since the price of land and house had not been stable. However, the unanticipated results of real estate policies, such as real estate market recession, spatial bipolar phenomenon was rampant after speculation regulation was implemented throughout the country. Meanwhile, the economy-invigorating policy of real estate were executed by the political condition. The policy stance of real estate during the Participatory Government and Lee MyeongBack Government was not effected because the regulation and the easing regulation caused the uncertainty of the government. Therefore, the regional character and the segmentation of real estate speculation regulation shoud be necessary. Also it is advised the participation of stakeholders in the stage of planning the real estate policy. Finally, it was essential to restore public confidence in the nation for the stability of real estate market, and the long term policy making should be recommended for the credibility recovery.
