부패가 해외직접투자에 미치는 영향

초록
부패는 투자자에게 위험과 불확실성을 가져다준다. 그러므로 투자가들은 투자대상국가가 확실한 부패의지 척결이나 그에 상당한 법적 조치가 선행되지 않는다면 투자에 대해 부정적일 수밖에 없다. 즉 부패는 해외투자요인을 저해하는 중요한 결정요인이다.(Voyer and Bemish, 2004) 따라서 본 연구는 우리나라의 FDI 자료를 이용하여 투자대상국의 부패정도가 투자유입에 어떠한 영향을 미치는가를 분석한다. 즉 본 연구는 논문 개별기업의 해외직접투자의 결정요인을 분석하는 것이 아니라, 우리나라 전체의 FDI가 직접투자대상국의 부패정도에 의해 어떻게 영향을 받는가를 분석하려 하는 것이다. 우리나라의 해외직접투자신청액과 투자신고금액을 종속변수로 부패인지지수(CPI: Corruption Perceptions Index)를 독립변수로 해당국가의 GDP, 계약에 걸리는 기간, 소유권의 보호정도, 기업이익에 대한 과세와 GDP deflator를 설명변수로 제어한 후 회귀분석을 시도하였다. 그 결과 부패정도가 높은 나라일수록 외국의 직접투자 유입이 낮을 것이라는 가정을 강력히 뒷받침하는 결과가 나타났다. 이것은 Voyer and Beamish(2004)가 일본의 해외투자결정 모형에서 부패가 미치는 영향을 분석한 결과와 일치한다.
Abstract
Corruption is a fatal blow in economic growth and development, social stability, and political decision as well. So TI(Transparency International) mentions that corruption strikes at the heart of the market economy, distorting decision making, and rewarding the corrupt and manipulative, rather than the efficient and productive. However, the study on the relationship between levels of perceived corruption(as one of determinants of FDI) and foreign direct investment(FDI) is lagged behind while the determinants of FDI have been well developed. So, I set up a hypothesis that investors avoid countries where high corruption exists in order to reduce risk and uncertainty and then I investigate the level of perceived corruption effect on FDI outflows from Korea using Korean FDI data of 2007. This analysis includes 114 foreign countries. The results using FDI as an independent variable, CPI(Corruption Perceptions Index by TI) as a dependent variable, and GDP, enforcing contract times, degrees of investors' protection, GDP deflator, and taxation rates of profit as control variables suggest that if comprehensive legal and regulatory frameworks do not exits, corruption will serve to reduce FDI outflows from Korea.
