공공부문 부패수준 개선국가와 우리나라의 부패방지정책 특징 비교분석

This study tries to identify more effective institutions and policies for corruption prevention by comparing those of Korea with other nations which successfully reduced corruption in public sector such as Belgium, France and Japan. The analysis showed that, in terms of the factors inside of public administration system, Belgium, France and Japan have more effective institutions for preventing political corruption than Korea. First, those three countries punish the offenders of corruption more severly than Korea. Second, three countries have the specialized office for corruption prevention that cooperate closely with the institutions for investigation of corruption such as justice department. In case of Belgium and Japan, in addition, their offices are endowed with the authority for investigation and punishment. On the contrary, Korea's office of corruption prevention does not have authority for investigation, punishment and prosecution for corruption cases. In terms of the factors outside of public administration system, political factors have influence on the institutions for corruption prevention and reduction of actual corruption.
