초록
싱가포르는 좁은 국토에 부존자원이 거의 전무한 여건을 갖고 있다는 점에서 우리나라와 유사하다고 할 수 있다. 그럼에도 스위스 국제경영원(IMD)을 비롯한 World Economic Forum, Heritage 재단 등은 싱가포르의 국가경쟁력을 일본보다 우선으로 평가하는 등 우리에게 많은 모델을 제시하여 주고 있다. 싱가포르가 이처럼 소강대국의 위치를 확보할 수 있는 이유는 여러 가지가 있겠지만, 그 중 하나가 바로 외국자본의 활발한 투자라고 할 수 있다. 싱가포르의 외국자본유치 정책은 우리나라의 입장에서 볼 때에는 양면성을 갖고 있다고 판단된다. 즉, 우리나라기업들이 싱가포르에 진출하는 경우 어떻게 전략적으로 투자이익의 극대화를 실현할 수 있는지를 심도 있게 검토할 필요가 있다. 그리고 싱가포르의 외국인투자법제가 우리에게 시사하는 점을 도출해내기 위해서는 싱가포르의 경제여건과 현실을 직시하고, 우리의 경제상황과 비교하여 벤치마킹이 가능한 법제도인지를 검토한 후 우리에게 맞는 법제도를 마련하는 것이 필요하다고 본다.
Abstract
Singapore is similar with Korea in some points that the both countries almost havn't natural resources and have a small territory. Nevertheless, international evaluation institutes such as IMD and World Economic Forum, Heritage Foundation have appeared that Singapore has better national competition than Japan. It shows us a good economic model. There are a lot of reason why Singapore can be located in so high national competitive level. But one of them is just the active investment of foreigner. We could evaluate that the Singapore policies of foreign investment have both faces. So, we need to consider how korean companies can get the best investment benefits in Singapoer. And in order to get the correct view points for us in Singapoer it is absolutely needed for us correctly to see the our today's economic situation in Sigapore. And then we, I think, can make the bench marking of the Singapore's legal system in order to prepare the our best legal system.
