An Analysis of Work Incentive Effects of the Social Insurance Systems for promoting the employment of the aged

A world became an rapid aging society and Korea has not been singled out in this problem. Our aging population might cause the population of production activity to decrease over the medium or long term. Therefore, to prevent the steep decline of the proportion of economically active people and to boost national competitiveness, it is necessary to promote the economic activity of the aged. Their participation of production activities could stabilize their life and become increasingly active members of society, so it would lead to the reduction of economic and social costs like medical expense, sustenance allowance, welfare expenditure as well as to ensure a government's financial stability. Therefore, we should not allow the labor market to determine work incentives in order to increase the labor participation of the aged, who might lose their competition in the job market and have a difficulty in entering it under the present market principles. This study was the first to investigate work incentives on the present social insurance and welfare system, and then it was to provide measures to improve the work incentives of public pensions like a national pension, national health insurance, unemployment insurance, Workmen’s Accident Compensation Insurance, and National Basic Livelihood Security System. Previous investigations were not thoroughgoing enough to link the pension system and the employment promotion system with the related legal policies, and they mainly focused on improving the provisions to promote hiring. It aimed to correlate the aging population problem with social insurance programs like national health insurance or the employment promotion policies for the aged, and then to suggest appropriate legal policies.
