지방정부 정체성 프로그램 '상징' 요소의 차이 - 한 · 미 ·일간 및 시차적 변화의 비교

Identity programs of local government have been increasingly paid more attention, but little is known about them, since image studies have been lacking in the public sector. This study examined 'symbol' elements of identity programs in three countries of the USA, Japan, South Korea from 2004 to 2009. Two questions in particular were asked; What are similarities and differences between 'symbol' elements of state/metropolitan governments' identity program among them? What changes have been made over the last 5 years? This study gathered data from Internet homepages of 50 states of the USA, 47 metropolitan governments in Japan, 16 metropolitan governments in South Korea. The data were collected at two points of time, respectively 2004 and 2009 for comparing the changes over the last 5 years. Although the analysis was limited in state/metropolitan governments, findings do confirm the differences and changes of identity program 'symbol' elements in understanding the efforts of creating image on the governments. Based on the findings, future research and policy implications were discussed. This study contributes to extending our understanding of the 'symbol' elements of identity program in creating an image for the governments by providing information of differences of the elements between three countries as well as an evolution of identity program.
