사이버범죄의 현황과 대책 -대구지역을 중심으로-

인류는 현실이 곧 가상이고 가상이 곧 현실인 시대에 살고 있다. 과거 우리가 상상하였던 가상은 이제 우리의 현실이 되었다. 오히려 상상 이상의 가상이 우리 앞에서 전개되고 있으며, 디지털 혁명과 결합된 가상현실은 그 끝이 보이지 않는다. 다만 그 이용의 편리함에 아주 정확히 정비례하는 일탈행위의 수단으로 활용될 것이라는 예상이 있을 뿐이다. 동시에 디지털 혁명의 시대에서는 현실범죄와 사이버범죄의 경계도 무너지고 있다. 오프라인상에서 다른 사람에 의해서 사기를 당한 피해자나 인터넷을 통하여 온라인상의 사기를 당한 피해자가 느끼는 불법의 정도는 거의 동일하다. 수많은 사람들은 자신의 공간에서 오프라인의 삶과 온라인상의 삶을 동시에 영위하고 있다. 현실적인 것이 이성적이라는 헤겔의 주장을 인용한다면 가상현실이 현재의 현실이므로, 현실세계가 곧 가상세계라는 定義도 가능하다. 본 연구에서는 대구지역의 사이버범죄의 현황과 대책에 대하여 사이버범죄의 발생건수를 중심으로 분석해보았다. 물론 이 연구의 서두에서 설정하였던 사이버범죄가 지역적인 특성을 가지고 있을 수 있고, 이에 따라서 그에 대한 지역적인 대책의 마련이 중요하다는 가정은 통계를 통한 분석결과 아직은 사이버범죄의 큰 특징으로 확인할 수는 없었다. 그러나 사이버범죄는 일상에서 쉽게 발생할 수 있는 범죄로서 오프라인상의 범죄와의 구별은 장래에는 큰 의미를 가지지 않는다고 보며, 사이버범죄의 경우에도 특정한 지역에서의 특정한 사이버범죄가 존재하는 것을 통계적으로도 확인할 수 있는 시점이 올 것으로 생각한다. 이에 따라 사이버범죄에 대한 지역적 대책도 사이버범죄에 대한 또 하나의 실효성 있는 대책으로 자리 잡을 수 있을 것이라고 기대해본다.
Abstract
We live on cyber world. But We can not distinguish the Cyber world from the real world. Virtual Reality is already becoming a part of our life. And Revolution of Digital combine work with interest, and combine cyberspace with the Crime. Therefore boundary between Off line Crime and On line Crime is collapse in the Digital Revolution. In this Paper I would like to analysis the status and countermeasures of the Cyber crime in the Daegu region according to the statistical analysis. According to the statistical analysis of cyber crime in Daegu Region, We found that rate of cyber crime by 20s is relatively higher than other age group and rate of cyber crime by students is higher than other job group. Originally We have a assumption that Cyber crime has a district keynote, therefor we can prepare district countermeasures. But unfortunately we could not confirm the assumption. But in future there will be a point of time when we are able to confirm that specific district has a specific cyber crime according to the statistical analysis. Consequently a district countermeasures to the Cyber crime will be more important to prevent Cyber crime.
