Cultural properties are understood as the most important cultural assets for understanding the life of human race. As the common products of ethic unit with spiritual value of history and art, it is the cultural properties that expresses the identity of one ethic group. Cultural properties are the mainspring of promoting the cultural development, and improving the global competitiveness. For development of culture, therefore, revitalization of conservation and promotion of cultural properties needs to be devised. From this point of view, this article presented a scheme for conservation and promotion of the cultural properties. Specially, this article deals with the problem which how Korean legal system and policy for cultural properties are changed and how it will ought to be developed after establishment of Cultural Properties Protection Act in 1962. For this, it is examining the justice and limitation of regulation by government for cultural properties conservation and considering a changed process of legal system and policy for cultural properties and presenting the development direction of legal system and policy for cultural properties which comply with age of cultural state in future.
