Consideration of consumer protection method for specially –installed site selling

It has been occurred many consumer damages towards the elderly by arising specially –installed site selling over 10,000 in all places. This type of sale is lack of applicable Act so it is not able to supervise administrative office. The investigative authority is difficult to prove so that the damage goes straight into the consumer, resulting in a number of social problems. Specially –installed site selling is similar to door-to-door sales on the Door-to-Door Sales, etc. Act but there is a difference that specially –installed site selling has been operated to rent the site only for 6 months then it makes difficult to refund to the consumer. Also, it differs from door to door sales in the way of selling because they try to induce a consumer the specially-installed site then to demonstrate a product. Moreover, if it keeps the site more than 3 months, it cannot be applied the current DDSA. Consequently, it needs to legislate for regulation in this type of sale. It is necessary to consider that this type of sale can be regulated either amendment of DDSA or Welfare of the Aged Act. When consumer damage occurred in this area, there is no adequate method to redress consumer loss so that it needs to be established consumer indemnity system. In reality, it is hard to prevent consumer damage as considering about characteristics of this type of sale, therefore it requires to build up compliance practices within the market and to make strong cooperation with related organizations. Also, it needs to establish joint-supervisory system and collect applicable database to prevent further damage.
