평생교육 정책 사업 성과분석 연구 : 2009년도 소외계층 평생교육 프로그램 지원 사업을 중심으로

본 연구는 2009년 소외계층 평생교육 프로그램 지원 사업에 대한 성과분석을 토대로 평생교육 정책 사업의 체계적인 성과분석을 위한 시사점을 얻기 위해서 진행되었다. 소외계층 평생교육 프로그램 지원 사업의 성과는 적절성, 효율성, 효과성, 지속가능성의 영역으로 나누어 분석하였다. 그 결과 사업 내용과 운영방법은 대체로 적절하였고, 낮은 수료율을 제외하면 효율적으로 사업이 운영되었다. 또한 기관 성과와 학습자 성과에 대해서 학습자와 기관 담당자 모두 높은 성과 인식을 보여주었고, 사업 지속을 위해서는 사업의 집행 및 계획 기관의 역할이 매우 중요함을 보여주었다. 이를 통해 얻게 된 평생교육 정책 사업 성과분석을 위한 시사점은 다음과 같다. 첫째, 적절성, 효율성, 효과성, 지속가능성의 네 가지 성과지표를 통해서 참여 학습자뿐만 아니라 프로그램 운영기관과 사업 자체 등에 대한 종합적인 성과를 확인할 수 있다. 둘째, 평생교육 정책 사업에서 학습자 대상별 사업성과를 확인할 수 있도록 성과분석 지표를 보다 면밀히 구성할 필요가 있다. 셋째, 사업성과에 대한 시계열적인 분석을 위해서는 안정적인 성과분석의 틀 확보가 필요하다.
Abstract
The purpose of this study was to give suggestions for the performance evaluation of the lifelong education policy project, through the analysis of the project to provide lifelong education programs for the marginalized. The project was evaluated by the four indicators comprised of the propriety, the efficiency, the effectiveness, and the sustainability. The results show that the program contents and methods was the suitable for the purpose of the project, and the project was managed efficiently. Also the learners and the adult educators indicated the high recognition for the outcome of the organizations and learners. This study has drawn three significant conclusions. First, the comprehensive performance of the project, including adult learners and educational organizations, can be evaluated by the four indicators. Second, the indicators for the performance evaluation of the lifelong education policy project should suggest the outcome of the programs by the target groups. Third, the stable framework of the performance evaluation is necessary for the time-series analysis of the project performance.
