각국마다 정도의 차이는 있지만 공공부문(정부기관과 공기업 등 공공기관 포함)이 경제에서 차지하는 비중과 역할은 중요하며, 공공부문의 경쟁력 제고는 국가경쟁력 제고와 직결되는 문제여서 이를 개선하는 것이 중요한 국정이슈로 부각되고 있음은 주지의 사실이다. 시장실패(market failure)와 정부실패(government failure)라는 현상이 자주 부각되면서 실패를 줄이고 공공부문 관리를 쇄신하기 위한 접근방법(점증적 혹은 급진적 수단)에 대한 논의가 세계적으로 확산되고 있고 한국도 예외가 아니다. 그런데 공기업 등 공공기관 관리를 개선하기 위한 각국의 구체적인 공공관리방식은 상이한 특성을 보이고 있는데, 이러한 차이는 시장실패 혹은 정부실패의 원인, 정책당국의 정치적 이념, 경제발전단계 차이 등 여러 가지 요인을 통해 설명할 수 있을 것이다. 이 논문은 우리나라를 포함하여 영국, 핀란드, 일본의 공기업 거버넌스와 관리특성 등을 비교분석하여 각국간의 공통점과 차이점 등을 분석해보고자 한다.
Abstract
The role of the public sector is important in the national economy although with varying degree from country to country. Since enhancing the global competitiveness of the public sector is directly related to the improvement of the national competitiveness, reforming corporate governance in public corporations is critical. An incremental or transformational approach is often utilized in order to deal with extreme phenomenon such as market and government failure frequently arising around the world. However, the way in which public management deals with public corporations is somewhat different in that each country has its own special characteristics. In fact, many differences can be explained by various factors: causes of the market failure or government failure, political ideology of the government, the difference in economic development process, and many other factors. Accordingly, this article attempts to compare characteristics of public management and corporate governance dealing with public corporations in the United Kingdom, Finland, Japan, and South Korea. After that, the analysis of the differences and similarities of corporate governance and public management in public corporations and causes of such differences and similarities will be presented.
