초록
현재 IT 투자가 IT 호황기 약 20%의 성장률을 보이다 최근 들어 10%내의 성장세를 유지하고 있다. 국내의 경제여건과 IT에 대한 거품의 제거 등을 고려할 때 이러한 성장세는 아직도 IT 투자가 지속적으로 이루어질 것으로 판단된다. 이에 반해 IT 투자에 대한 ROI 관련 연구는 초기 수준에서 이루어지고 있으며, 이러한 연구 사례는 몇몇 대기업 중심으로 보고되고 있는 실정이다. 국내의 학교 기관 및 공공기관의 경우 상당한 예산을 IT에 편성하고 있음에도 불구하고, IT자산관리에 대한 명확한 평가나 관련 연구가 시행된 사례가 드물다. 하지만 많은 예산의 투입을 고려할 때 대기업 중심이 아닌 상대적으로 소규모 기관에서의 IT자산관리 평가가 요구되며 이에 따른 관리체계가 절실히 요구된다. 이에 본 연구는 이러한 취지에서 학교 및 공공기관에서 적용 가능한 IT자산관리 평가지표를 개발하고, 현재의 IT자산관리 체계의 문제점을 지적하여 실시간 관리체계 확립을 위한 토대를 마련하고자 한다. 이를 위해 본 연구에서는 AHP기법을 사용하였으며, 총 18개의 IT자산관리 평가지표를 선정하였다. 18개의 세부 평가 지표는 AHP를 이용한 가중치 적용을 위하여 3단계의 수준으로 구성되어있으며, 최상위 수준은 IT 투자의사결정자의 입장에서 경제성, 실무자 입장에서의 운용성, 그리고 사용자 입장에서의 사용성으로 구성되어 있다. 대기업 중심으로 이루어지던 IT자산관리 연구 및 평가를 학교 및 공공기관을 대상으로 초점을 전환하였다는 점에서 본 연구의 결과는 의미가 있다고 할 수 있다. 정부에서 시행하는 다양한 지원 정책에 IT자산관리 개념을 적용함으로써 실질적인 지원의 실효성을 검증하기 위한 방식으로 활용될 수 있다.
Abstract
In the period of IT boom, the rate of the increase of IT investment had been shown at almost 20%, and today, it has been done at inside 10%. However, given the economic slump and the exclusion of IT bubble, it is expected that the increase rate of IT investment is meaningful and will be continued. Considering the high increase rate of IT investment, the importance of IT ROI has been less interested. Today, IT ROI analyses have been conducted in only several big company. However, given the volume of IT investments in academic or public organizations, it should be done in those. In this point, this study developed IT ROI index for these and suggested the system of Total IT resources(assets) management for these organizations. To check whether IT investment is proper or not is very important in the view of the effectiveness of IT investment in both today and future. However, most of small sized organizations do not have the clear system of IT assets(resources) management. Therefore, the major anxiety of the effectiveness of IT investment has been brought. In this point, there is no wasting time for IT ROI analysis in small sized organizations such as academic and public organizations. First, we established the 18 IT ROI indexes, classified into three concepts such as economic effect, operational effect, and usage effect. The economic effect focused on the view of decision makers of IT investment, the operational effect on operational workers, and the usage effect on end users. The weights of the 18 indexes were calculated through AHP method. Second, we suggested the method of real time management for IT resources(assets) including the major functions on the levels of operational worker and middle manager of IT resources management division. Third, we suggested the integrated solution of total management system based on the results of two research teams. The system has the three major modules such as IT ROI ante analysis, operational performance analysis, and IT ROI post analysis.
