초록
본 연구는 CIO 제도의 활성화 차원에서 새로운 정보화 패러다임에 적합한 미래 CIO의 역할과 자질을 모색하고자 하였다. 이를 위해 먼저 국가정보화 추진환경 변화와 관련하여 정보화 패러다임의 변화와 미래 전자정부 모습을 살펴보고, 이를 토대로 미래 CIO의 역할과 자질을 재정립하였다. 향후 CIO는 정보화 시스템 구축과 서비스의 공급자로서의 일반적인 역할뿐만 아니라 새로운 정보화 환경변화에 대한 비전제시자로서의 역할, 가치창출자로서의 역할, 변화의 촉매자로서의 역할 수행이 요구되고 있으며, 그리고 이러한 역할 수행에 적합한 CIO의 자질로서는 정책기획자로서의 능력, 기술적 능력, 정치적 능력(협상능력), 변화촉매자(조직혁신)로서의 능력, 가치창출 능력, IT관리자로서의 능력 등이 필요하다. 아울러 CIO들이 이러한 새로운 역할을 효율적으로 수행하기 위해서는 법ㆍ제도적 측면에서 현재의 국가정보화법제 11조에 규정된 CIO의 역할을 새로운 정보화 환경 변화를 수용할 수 있도록 새롭게 정립하여 구체화하여야 하며, 정보화책임관 직무역량 제고를 위한 교육훈련 체계를 확립하는 것이 필요하다.
Abstract
The main purpose of this study, seek to appropriate the CIO role and qualities of new information. paradigm In order To this end, looking around National Information environmental changes and future e-government the paradigm shift, based on which the CIO role and the qualities of the future of was examined. The future role of the CIO is necessary the role who act as suggest of the visionaries, value creation, catalyst for needed change, as well as general role as a provider of information system and services in the new information environment,And to perform these the CIO's role in future information environment CIO qualities suggested the ability as policy planners, technical competence and political skills (negotiation skills), organizational innovation , IT managers. Finally, to effectively perform their new roles should be improve the legal and institutional and enhance information training system.
