현 정부 출범 이후 정부조직 개편으로 인한 인적자원개발 기본법의 사문화와 인재양성 정책 및 사업 성격의 변화는 국가 차원의 지역인재양성체제의 재편을 요구하고 있다. 이에 이 글에서는 우리나라 지역인재양성체제의 현황 및 문제점을 검토하고, 국가적 차원에서 지역인재양성을 위한 평생교육체제 구축 및 운영 방향을 탐색해보고자 하였다. 연구자는 국가적 차원에서 지역인재양성을 위한 평생교육체제 구축 및 운영을 위하여, 첫째, 기존의 지역인재양성체제를 통합한 새로운 국가 평생교육체제의 구축, 둘째, 관련법의 정비, 셋째, 지역인재양성을 위한 상의하달(top-down)과 하의상달(bottom-up) 및 인사이드-아웃(inside-out)과 아웃사이드-인(outside-in) 전략의 병행, 마지막으로, 지역인재양성 정책과 사업은 장기적, 거시적 관점에서 삶의 지속과 생존을 위한 평생학습, 안정적인 가계 수입원 확보 및 지속가능한 지역경제 성장을 위한 고용, 그리고 지역공동체의 어울림과 동반 성장이라는 측면에서의 복지를 통합하는 방향으로 추진되어야 함을 제안한다.
Abstract
The purpose of this paper is to give some suggestions about constructing and operating a national lifelong education system for regional human resource development. Since the launch of the current government, changes in the nature of national and regional level human resources policies and programs and being a moot article of the Basic Law of Human Resource Development due to government reorganization require a new system for regional human resources development(RHRD). In this article, the researcher reviewed the status and problems of the current RHRD system and proposed some ideas to build and operate a national lifelong education system for RHRD. Some suggestions are as follows: First, reorganizing the national lifelong education system integrating the existing system of RHRD, second, modifying laws of lifelong education, third, considering a TBIO(top-down/bottom-up and inside-out/outside-in) combination strategy, and finally, integrating lifelong learning, welfare, and employment.
