‘이러닝산업 발전법’의 개선 방안 연구

지식정보사회에서 주요 이슈 중 하나가 이러닝(e-Learning)이라고 본다. 국가 체계에 있어서도 정보기술은 학습자에게 다양성과 접근성을 제공함으로써 교육이나 학습의 효율성을 높여준다. 인터넷이 실시간의 교육을 제공해주며, 인터넷이 고도화되지 못한 지역에서는 방송이나 정보기술이 이를 보완하게 된다. 이와 같이 정보기술을 통하여 원하는 정보를 습득하고 이해함으로써 인격과 지식을 함양할 수 있는 교육 체계를 이러닝이라고 한다. 이러닝(전자학습)산업발전법은 이러닝을 “전자적 수단, 정보통신 및 전파ㆍ방송기술을 활용하여 이루어지는 학습”으로 정의하고 있다. 이러닝산업발전법은 산업과 교육을 동시에 다루고 있으며, 이는 교육에 대해 산업적 접근으로 볼 수 있다. 이러닝을 산업적 시각으로 접근함으로써 경쟁체제를 갖추고, 이로써 보다 양질의 교육환경을 마련할 수 있었다. 그러나 이러닝산업발전법은 지금과 같은 융합환경과 정보환경에 대한 고려가 부족하였고 산업적 측면의 접근이 컸기 때문에 교육이라는 측면에서 미흡한 면이 있다. 본 고는 이러닝산업발전법의 체계 및 그동안의 정책 등을 검토하여 개정방안을 찾고자 한다.
Abstract
e-Learning is one of the main issues in Knowledge-based society. Information technology systems, even in countries that provide access to students by the diversity and effectiveness of education and learning boosts. Provided real-time Internet gives the instruction, the Internet could not be advancement in information technology in the broadcast and will complement it. e-Learning Industry Development Act defines the e-Learning as “electronic tools, information and communication and electronic waves or broadcasting technology”. e-Learning Industry Development Act covers both the industry and education and training for which can be viewed as the industrial approach. By accessing e-learning as an industrial vision system equipped with the competition, thus be able to afford more high-quality educational environment was. But now, such as e-Learning Industry Development Act, and information fusion environment, the lack of consideration for the environment and industrial aspects of the approach have grown in terms of education is unsatisfactory aspects. This article researches the amendment of e-Learning Industry Development Act through reviewing the policies and plans of e-Learing.
