고용지원센터 등 공공고용서비스의 문제점과 개선방안
A Study on the Problems and the Improvement Devices of the Public Employment Services Center(Employment Services Agency)

It is expected that the potential demand for employment support service will sharply be increased. Subsequently, the role of job consultants is being emphasized. The Employment Support Center should not stay still at simple passive functions in the labor market like paying unemployment allowance and job introduction that are focused on the jobless, but should be focused on the nationals who are unemployed or who want better jobs although they have already had ones. And it should reinforce employment support service of job consultants at the center as a solver or a controller of employment mis- matching between the hiring difficulty and the job-gaining difficulty, as an amender or coordinator in the labor market resulted from deepening double system of the labor market, as a main body to improve employment rate and overcome unemployment by creating jobs for small and midium businesses and solving the mis-matching, as a main body to get rid of mis-matching of labor condition (reward) and as a solver of information mis-matching. The special law on the job consultants that exist in various ways, including employment support offices at colleges, offices related to employment duty in municipal governments and etc should be revised or requirements for the job consultants should be more strict so that the job consultants who are working on the related field can get their own specialties. Or clarification of the job consultant’s legal status and responsibility is needed. Providing public employment service is on a full scale in Korea and hiring and job-seeking are increasing. Yet, civic employment service in the labor market is hardly working efficiently. Under this circumstance, the usage rate of public employment service through which job offers and job seekers can get a job and an employee is still low compared to countries in Europe. Also public employment service and personnel infrastructure are still low. Because of this, providing enough employment and job instruction service to fulfill customers’ request is not available, in-depth consultant or relating to various program are not sufficient and the number of people who get benefits from it is limited. It is needed to increase the sufficiency in the labor market especially the efficiency and effectiveness of employment selection by strengthening public employment service. Establishing an employment support network which is closely connected to employment support center (government), municipal government (employment information center), related agencies (college, NGO, etc) and civil employment service agencies is needed. Despite the reinforcement of these connections, acquiring personnel who have specialties for the role of employment support center which is in the middle is required. In case of improving the employment rate and employment creation capability by increasing the number of consultant, it will be effective for social expenses like deduction of employment expense for job- seekers, deduction of hiring expense for job offers, deduction of national unemployment measure and financial burden and resolving low birth rate.
