교육의원 선거 관련 법률 개정 과정 분석 연구

This study aims to analyze the revising process of local education autonomy law and reveal the practical implications of it. The National Assembly passed the bill of local education autonomy law, which contained the provision of electing the members of the board of education on February 18th, 2010. The results of the analysis are as follows. First, the revising process of local education autonomy law can be characterized by a rough-and-ready method and temporary patching-up. Second, a party-recommending proportional representation system, once examined in the education and science standing committee of the National Assembly, is very one-sided and politically motivated. Third, a sunset system of the single-member electorate system, which approved in the National Assembly, abolishes the election of the members of the board of education after 2014 and makes room for arguing superintendent's status. As a conclusion, suggestions which the author can get from this study are as follows. It is desirable for the board of education to get back a mandated legislative organ' status, and to increase in the number of the members of the board of education. And it is the most suitable alternative to adopt the single-member electorate system for constituting the board of education.
