직업훈련 민간위탁 성공조건: 직업훈련 민간위탁사업에 대한 평가와 개선방향을 중심으로

이 논문은 직업능력개발계좌제의 도입 등으로 직업훈련 민간위탁사업이 확대되고 있음에 주목하여 직업훈련 민간위탁이 성공하기 위한 조건을 이론적으로 분석하고, 한국의 실업자직업훈련 민간위탁사업이 이러한 직업훈련 민간위탁의 이론적인 성공조건을 어느 정도나 충족하고 있는지를 분석하였다. 분석 결과 한국은 직업훈련 민간위탁 성공조건을 일부 충족시키고 있으나 대부분의 조건에서 미흡한 것으로 나타났다. 특히 직업능력개발계좌제훈련의 경우 민간위탁훈련 성공조건 충족 정도가 일반실업자훈련에 비하여 더 낮은 것으로 나타났다. 이러한 사실은 실업자훈련의 효과를 높이기 위해서는 현행 실업자훈련의 위탁 방식을 전면적으로 개선하여야 함을 시사하고 있다. 특히 민간위탁훈련시장의 불확실성을 낮춰 양질의 민간위탁훈련시장을 형성하고, 훈련대상자에 대한 ‘크리밍’과 ‘파킹’ 현상을 최소화하며, 훈련 실시 전에 상담을 내실화하여 실업자에 대한 직업훈련 수강의 동기를 부여하고, 훈련참여 실업자에 대한 능동화 조치를 강화하며, 위탁훈련의 거래비용을 최소화하기 위한 제도 개선이 시급한 것으로 분석되었다.
Abstract
Considering the increase of contracting-out of vocational training programs to private training institutions since late 1990s, this study analyzes contracting-out conditions of Korean vocational training programs for the unemployed, and evaluate if Korean contracting-out mechanism satisfies the success conditions of contracting-out government services based on previous theoretical models. The results show that Korean vocational training contracting-out system satisfies only few success conditions of contracting-out. Especially current individual training account system does not satisfy the success conditions well. These results imply that there are lots of things to be reformed in contracting-out conditions in Korean vocational training programs for the unemployed.
