헌법상 사회보장권 강화를 위한 노인장기요양보험제도 개선방안

The objective of this thesis is to explore the ways to enhance social security right in consitutional law in which the aged person longtermcare insurance should be addressed in our country. In line with this, constitutional basis of the aged person longtermcare insurance and trends related to longtermcare insurance in OECD countries has been also explored. Based on the above studies, the current status of our country’s aged person longtermcare insurance has been analyzed and its problems as well as their improvement plans were identified. In order for the aged person longtermcare insurance to enhance social security right in consitutional law, improvements in extension of the universality to the insurance beneficiaries, enhancement of diversification and relevancy for insurance pay-outs,securing facility/infrastructure balance and high quality service offering for social welfare facilities in provincial areas, securing employment stability and professionalism for work labors in care service sector, and increasing government subsidies as well as reducing pay-out portion for insurance beneficiaries are determined.
