보편적 시청권 제도에 관한 소고

As broadcasting rights of big sporting events such as the Olympics and World Cup face fierce competition and conflicts among broadcasters, not to mention legal disputes, increasing emphasis is placed on the universal access right. As such, a thorough legal review of the right is required. This article therefore examines the concept and the nature of the universal access right in relation to the universal service, analyzes its contents as provided for in the Broadcasting Act, explains the relationship between the universal access right and the channel selection right, and lastly aims to provide some guidelines for efficient realization of the universal access right.
