성인지 예산제도의 정착을 위한 법적 과제

초록
성인지 예산은 예산의 수립·집행·결산 등 재정운용 전 과정에서 성별영향을 고려하는 것을 의미한다. 이것은 여성지원이나 양성평등을 위한 개별 사업단위의 예산에 국한된 개념이 아니며, 재정 운용 전반에 걸친 제도로서의 의미를 갖는다. 또한 성인지 예산은 예산을 여성과 남성을 위한 예산으로 구분하고자 하는 것이 아니며, 단순히 여성을 대상으로 하는 사업의 예산을 늘리는 것을 목적으로 하지 않는다. 성인지 예산은 첫째, 정책과 재정운용에 있어서 성 평등에 대한 인식 제고, 둘째, 성 평등에 대한 정부의 책임성 강화, 셋째는 성 평등과 여성의 지위향상을 위해서 예산과 정책을 실질적으로 변화시키는 것을 목적으로 한다. 국가 재정운용 전반에 걸쳐 성별영향을 고려하는 성인지 예산제도가 정착되기 위해서는 우리나라 재정운용 체계와 여건에 부합하는 제도적 장치와 추진체계의 구축, 구체적인 방법론의 개발이 시급한 과제이며 충분한 준비 없이 법적근거를 가지고 도입된 우리나라의 성인지 예산제도에 대한 법제 보완 및 개선이 필요할 것이다.
Abstract
Gender Responsive Budget is to unify the budget making, deliberation, execution, and evaluation of the budget. Namely, it is to analyze how the distribution of the budget affects economic and social opportunities of men and women so that the rules and the system for the distribution of valuable resources can be modified to give equal shares to men and women. Above all, as a part of a gender equal policy, the GRB has the meaning in gender equality, but the effect of GRB is beyond the value of it(gender equality). When it refers to the equal budget execution in a androgynous way, gender equality itself seems obvious. However, what equality really is has to be agreed in a specific social context by those members. The consideration that GRB is a consistent process which concludes agreement about new resource distribution method through discussion and cooperation among various subjects in specific historical, social context has to be spread. The agreement among various social subjects-civil society, Congress, press, etc.-is needed to access the fundamental change for resource distribution of the GRB; The agreement has to be made though participation, discussion and communication among them.
