The sexual crime is an extreme immorality which can not be any civilized countries in the world. and recently, that crimes have become an urgent matter of concern in our society due to their habituation, group criminality, connection with kidnapping and murder, and younger age of the victims. Especially, the fact that adult men commit crimes of sexual violence to children under 13 years of age whose judgement and physical strength are weak makes it difficult to cope with crimes of sexual violence. A voluminous body of scientific literature indicates that children who are sexually molested suffer various kinds of psychological, physical, and social damages. However the increasing number of sexual abuse against children in Korea in recent years, such as Cho Do-Soon, has called for more efficient measures to them. Until now most measures to child sex offenders have mainly focused on arresting criminals or increasing penalties. but that's effects is not good. Analyses indicatethat judges are reluctant to apply those penalty of suspension of a sentence in korea was turned out to be approximately three times as high as that of america. After all in a adverse way it seems that the offenders are getting benefits from the severe penalty regulation. Thus, this study will discuss the countermeasures for the crimes of sexual violence to children at each stage of the criminal justice. That is true that prevention is better than punishment and I expect the police does play an important role to prevention of that crimes. For its part, the police should be able to take various actions such as profiling, DNA database, information sharing system and so on.
