It is not easy or even impossible to cope legislatively and timely with the dramatic development of medical technology and the medical application of medical behavior. However, considering the preventive aspect of law, it is necessary to have synthetic debates after sufficient screenings in case it is being or could be social problems at the time of legislations. it should be legislated thorough the process as above for bone-marrow transplantations, umbilical blood transplantations and periphery blood transplantations. Basically, it should have been legislated as the type of 「Act on the Transplant and Research of Hematopoietic Stem Cells」 including bone- marrow transplantations, umbilical blood transplantations and periphery blood transplantations after enough considerations at the time of legislating the 「Act on the management and research of umbilical blood」. Needless to say, the legislative method like above has a little problems in legislative complex to revise the contents of existing 「Internal Organs, etc. Transplant Act」in the bone-marrow transplantations, but it could be fixed. The Act on the transplant and research of Hematopoietic Stem Cells, the synthetic law, has several advantages. The advantages are as follows. ①It can solve the problems about the system of existing Internal Organs, etc. Transplant Act, ②It can complement the legal faults of periphery blood transplantations, ③It can activate the active research and usage on the unique functions of bone-marrow transplantations, umbilical blood transplantations and periphery blood transplantations, ④It can establish the synthetic management systems on these materials.
