미국지방자치단체의 지방재정위기관리제도와 시사점 ― 파산제도를 중심으로 ―

The purpose of this paper is to introduce municipal bankruptcy procedures in the United States. This paper briefly introduces how the systems work at municipal level and also provides implications for local governments that are experiencing fiscal distress due to lack of fiscal responsibility and problematic intergovernmental fiscal systems. Given that many Korean local governments are experiencing fiscal distress, they can learn from U.S. cases in how to design proper bankruptcy laws in their local governments as a safeguard to protect local autonomy.
