유비쿼터스도시산업진흥법(가칭)의 필요성과 입법방향연구 ― 주요 산업진흥관련 법률의 구조분석을 통하여 ―

Until recently, the government and local governments have showed a lively interest in building the Ubiquitous City. However, they have faced difficulties of construction costs and ubiquitous service lack to the residents. So they are finding the U-City Model which makes profit and causes actual service through ubiquitous city industrial activation. How to solve this problem is role division of civil sector and public sector in the ubiquitous industry. For role division of civil and public sector, This paper seeks how to improve law system of ubiquitous city industrial activation through analysis of domestic laws for industrial promotion. The Law of U-City Industry Promotion of this paper is not public law but private sector law which promotes conditions and systems of U-City industry. The U-City Industry Promotion Law should reflect ideals of sustainable development and should stipulate establishment of the U-City Industrial Promotion Plan including urban development plan and IT law according to ubiquitous city master plan. And private enterprisers should be able to participate in U-city industry easily through the law. In addition, legal system to develop U-City services and technologies should be completed. Finally I want the law to be of help in having standardization, certification system and to become institutional base to serve disclosure and distribution of U-City information.
