초록
현대사회에서 NGO의 역할이 커지면서 NGO에 대한 학문적 연구가 활발해지고 있다. 그러나 아직까지 NGO의 인력자원, 특히 이들의 역량에 대한 연구는 미비한 편이라 이에 대한 연구가 필요하다. 본 연구의 목적은 NGO 최고책임자가 자신이 최고책임자로서 역할 및 역량을 무엇으로 인식하고 있는지를 밝혀내는 것이다. 이를 위해 질적 연구 방법 중 기본적 해석 연구방법을 사용하였고 연구참여자는 한국여성의전화 최고책임자 중에서 의도적으로 선정하였다. 연구 결과 NGO 최고책임자가 인식한 역할의 내용은 자기개발자, 관리자, 리더였다. 필요역량은 지식으로는 여성학, 회계, 사회과학이, 기술로는 컴퓨터 활용, 자기관리, 의사소통, 갈등관리기술이었다. 능력은 학습능력, 대인관계능력, 인력관리능력, 팀 빌딩 능력, 조직운영 능력, 사회변화촉진 능력이 필요한 것으로 나타났다. 인성 차원에서는 사람에 대한 믿음, 자기확신, 인내심, 사명감, 민감성, 통찰력 등이 필요한 것으로 나타났다. NGO 최고책임자가 인식한 역할과 역량은 다른 조직의 책임자와 다르게 나타나는데 이는 NGO 조직의 특징으로 해석할 수 있다. 즉, NGO는 사회 변화를 추구하고 조직 내 민주주의 원리를 중요시하며, 사람을 중시하고 사람의 성장에 관심이 많다는 점 등 다른 조직과 다른 특징이 있다.
Abstract
As NGO's role has grown in modern society, academic researches of NGO have been increasing. But there are a little researches of NGO's human resource, especially competences of them. The purpose of this study is to explore of the roles and competences of NGO's chief executive officers. For this study, I used the basic & generic qualitative research and I intentionally selected CEOs of Korea Women's Hotline. The result of this study, NGO's chief executive officers recognized self-developers, managers, leaders as their roles. Also they thought they need knowledge of feminist science, finance and sociology. They recognized they need computer use skill, self-management skill, communication skill and conflict management skill. They need abilities of learning, human relationship, human resource management, team-building, organization management and to, promote social change. The roles and competencies of NGO leaders was shown differently in comparison with other organizations. Because the characteristics of NGO organizations is unique. NGO is to seek out the social changes and the importance of democratic principles within the organization. And the members of NGO are interested in focusing on the growth of people.
