A Study on Collectiv Bargaining for Government Employees' Labor Relations

The Establishment of rational, efficient and fair rules on labor relations with government employees' union is very important. Even though the controversy over the legalization of "Korean government employees' union" is resolved, the collective bargaining system requires further improvement. But collective bargaining system of public officials is not establishe yet, having confusion in bargaining because of prolongation of negatiating in the result of failing to unify of bargaining channels and unclear subject to the bargaining. Accordingly, we need to reflect the problem raised in operation of collective bargaining and study on ways to improve collective bargaining system. This study analyzes the findings of previous researches and performs a comparative study on collective bargaining systems of developed countries.
