키르기스스탄은 대통령중심제 정치체제를 의원내각제로 전환하는 새로운 제도 디자인을 수행하고 있다. 이글의 목적은 탈사회주의 체제전환 국가로서 키르기스스탄이 의원내각제라는 전례 없는 정치적 실험을 선택한 추동력과 그 의미가 무엇인지를 고찰하고, 제한적이나마 의원내각제의 진로를 전망하는 데 있다. 의원내각제 정치제도는 키르기스스탄의 제도적 유산과 전통적인 정치문화에 잘 부합되지 못한다. 키르기스스탄의 지리적 위상 또한 민주주의와 시장경제 발전을 고무할 서방과 멀리 떨어져 불리하다. 과거 아카예프 정권이나 바키예프 정권 시절 그랬던 것처럼, 주변 지역의 권위주의적 정권들의 개입과 간섭의 여지도 크다. 그러므로 어느모로 보나 경로의존적 전략이 경로형성적 제도 선택보다 더 유리해 보인다. 새 제도의 반대자들은 키르기스스탄은 의원내각제 민주주의를 시행할 준비가 되지 않았기에 현 단계에서는 대통령제가 더 유리하다고 주장한다. 그러나 ‘경로의존적 경로형성’이란 시각에서 문제를 보는 것이 더 객관적이다. 언제나 제도적 진공 상태가 아니라 구제도의 유산이 가하는 제약과 한계 속에서 특정 정치ㆍ사회 세력은 새로운 경로 형성을 위한 전략적 선택을 해 왔고 그것이 정치ㆍ사회 체제 변화로 귀결되었기 때문이다. 키르기스스탄 정치적 실험의 미래는 상당부분 새 제도가 부과하는 규칙과 규범을 준수하려는 정치행위자들의 의지와 힘에 달려 있다.
Abstract
Kyrgyzstan is initiating a new institutional design transforming presidential system into parliamentary system. The aims of this paper are analyzing the driving forces for and the meaning of policy choice of Kyrgyz interim government in view of domestic and foreign affairs, and looking partly into future prospect of parliamentary system in Kyrgyzstan. Parliamentarism is not suitable for the institutional legacy and traditional political culture in Kyrgyzstan. Kyrgyzstan's geographic status is not advantageous since it is distant from the West advancing democracy and economic growth of transition countries. Authoritarian regimes around Kyrgyzstan have had a tendency to intervene in its internal affairs. Therefore, path-dependency strategy is more reliable than path-shaping in making institutional choice. Politicians' arguments for presidentialism converge on the idea that Kyrgyzstan has not been ready for running parliamentary democracy. However, the author of this article argues it is more objective to evaluate a new institutional design from the perspective of 'path-dependent path-shaping'. The future of Kyrgyzstan's political experiment depends on whether political actors have the will to observe rules and norms which are imposed by parliamentarism.
