행정서비스 수요변화를 통한 지방정부 공무원 규모에 미치는 영향요인 분석: 인구 증가 시･군･구와 인구 감소 시･군･구의 비교를 중심으로

본 연구는 지역인구 증감 여부에 따라 해당 지자체 공무원 규모 증가에 영향을 미치는 행정서비스 기능 또는 수요 요인을 규명하고자 한다. 즉 지역민의 인구증감 변화에 따라서 지방정부의 행정서비스 제공 기능 또는 행정서비스에 대한 수요 또한 달라질 것이며, 이로 인해 공무원 규모변화에 미치는 영향은 어떻게 나타날 것인가에 대하여 검증하고자 한다. 이를 위해 본 연구에서는 인구증감 여부에 따라 전국 시･군･구를 인구증가 시･군･구와 인구감소 시･군･구로 분류하고, 공무원 규모 증가에 미치는 영향요인으로 인구변동과 연관성이 있는 행정서비스 관련 기능 또는 수요 요인을 선정하였다. 분석결과, 인구증가 시･군･구와 인구감소 시･군･구 간의 공무원 규모 변동에 미치는 공통적 영향요인으로는 문화시설 면적, 노령인구 수, 보건시설 면적, 그리고 생활폐기물배출량인 것으로 파악되었다. 한편 인구증가 시･군･구의 경우에는 생활보호대상자 수와 차량등록 수 그리고 인구감소 시･군･구의 경우에는 외국인 수가 공무원 규모증가에 각기 상이하게 영향을 미치는 요인인 것으로 확인되었다. 하지만 민원처리 건수는 인구증가 시･군･구 및 인구감소 시･군･구 모두 공무원 규모 증가에 영향을 미치지 못하는 것으로 나타났다. 인구증가 시･군･구 그리고 인구감소 시･군･구 경우에 있어서, 지방정부 공무원 규모 증가에 미치는 가장 큰 영향요인으로는 노령인구 수 인 것으로 분석되었다.
Abstract
This study is to examine some factors which influence functions and demands for public services with respect to the size of public employment in local governments based on the increase or decrease of local population. The assumption of study is that if the populations in local governments rise or drop, both functions and demands for public services that local governments provide will be different. Being based on the assumption, this research finds out some factors affecting the size of public employment in local governments. On the basis of shifts for population, the study divides Korean local governments into two categories: increasing population of city, county (gun), borough (gu) and decreasing population of city, county (gun), borough (gu). The study utilize some factors - the number of registered vehicles, the number of livelihood protection recipients, the number of the elderly, the number of foreigners, the amount of household waste, etc. - related to functions and demands for public services in local governments. In addition, the research data are analyzed using an autoregressive analysis. The significance of this study is that those factors influencing the size of public employment in local governments are shown differently according to the increases or decreases of population. In case of increasing population of city, county (gun), and borough (gu), these factors like the number of registered vehicles, the number of livelihood protection recipients, the number of the elderly, the amount of household waste, and both the number of culture facilities and health facilities influence the size of public employment. On the other hand, in case of the decreasing population of city, county (gun), and borough (gu), these factors like the number of the elderly, the amount of household waste, both the number of culture facilities and health facilities, and the number of foreigners influence the size of public employment in local governments.
