국내 특ㆍ광역시 경관, 도시디자인 및 공공디자인 정책 비교 연구

초록
본 연구는 경관, 도시디자인 및 공공디자인 등으로 시행되고 있는 국내 특․광역시의 관련 정책들을 비교ㆍ분석하여, 정책적 시사점을 도출하는 것을 목적으로 하고 있다. 이를 위하여 국내 특․광역시 도시디자인 관련 조직, 예산, 계획 및 사업, 그리고 위원회 및 심의자문대상 등을 방문인터뷰, 사례현장조사 등을 실시하였다. 이상의 연구결과 다음과 같은 결론을 얻었다. 첫째, 국내 특ㆍ광역시 도시디자인관련 운영조직을 살펴보면, 본청 각 부서 및 사업소, 구청, 산하기관 등의 경관, 도시디자인 및 공공디자인 업무를 관리하기 위하여 단체장의 의지에 따라 위상이 다른 도시디자인 총괄본부와 추진단, 도시디자인과를 두고 있다. 둘째, 국내 특ㆍ광역시마다 도시디자인에 대한 개념적 범위 정의에 따라 관련조례 운영의 차이를 보이고 있다. 셋째, 도시디자인 관련 조직 예산, 사업 및 심의대상 등은 도시디자인 정책에 따라 편차를 보이고 있는데, 소프트웨어적인 도시디자인 기획 및 계획에 그치는 사례로부터 직접 사업을 시행하는 등 도시마다 사업의 기획으로 시행방법의 차이가 있음을 알 수 있다. 결론적으로, 도시 및 공공디자인에 관한 법ㆍ제도적 기반구축을 통하여 각 특ㆍ광역시마다 다르게 해석되어 적용되고 있는 경관법에 의한 경관계획과 전략계획으로서 도시디자인, 공공디자인의 개념 재정립이 요청된다.
Abstract
The purposes of this study are to find the differences and characteristic of Public Design, Urban Design and Landscape of metropolitan cities in Korea. For the purposes, we have interviewed the officers of urban design divisions and surveyed several representative urban design examples in metropolitan cities. The results are as follows : First, the hierarchical position of urban design divisions are different from vice-mayor to section chief according to the strategic goal in city management of mayor. Second, the definition and scopes of urban design are different from space design to facility design, and results the ordinances and the composition of committee. Third, the scopes of budget and projects are depend on the definition and scopes of urban design, and The conclusion calls for reviews of current townscape design and urban design of institutional framework is needed as well as reestablishment of comprehensive positioning of urban design at the city marketing level.
