The 21st century is transforming itself from the age of “Centralization and Concentration” into the age of “Decentralization”. Among many countries which try to meet the great changes of our times, especially United Kingdom is driving forward the decentralization and decentralization policy to improve the national competitiveness. The main principles of decentralization of administrative efficiency and democracy of this country, if not true democracy is the crux of the complex, pluralistic and modern society requires a system for the realization of political pluralism that is the local autonomy system. EU and OECD countries, the autonomy of local governments to expand more into the operating system decentralized country to switch national innovative management approach has been adopted decentralization policies. France, Italy, etc., and provisions in the Constitution is a decentralized national central authority is trying to limit the centralization trend. Simplification of the administrative hierarchy in the United Kingdom's political devolution, the Secretary established a comprehensive system such as the transfer of the world right now is showing continuous trends of decentralization. Reorganization of the country for a decentralized national system of local autonomy reform in terms of the legal aspects of local government for the guarantee of a substantial revision is necessary. Institutional mechanisms at the level of the judicial system guarantees the rights recognized and guaranteed as a subjective right to receive. The main purpose of this paper is to analyse how United Kingdom's devolution has developed within the system of local government in the United Kingdom under Blair since 1997. In particular, the paper tries to analyse such new United Kingdom's political, economic, and social developments and problems for the devolution in the 21st century.
