다문화사회와 사회통합을 위한 정책의 문제점

2010년 11월 7일부터 8일, 국제 가족 바자 페스티벌이 다문화 가정을 돕고 외국인들이 한국 사회에 적응하도록 돕기 위해 서울 센트럴 시티에서 열렸다. 우리 한국사회는 다문화 사회가 되어가고 있다. 아니 이미 우리는 다문화 사회에서 산다고 할 수 있다. 한국에서 다문화 가족의 수가 증가함에 따라, 다문화 가정은 한국 내 인구통계학의 새로운 패러다임을 보여준다. 한국에서 다문화가족의 수는 국제결혼 등으로 꾸준히 증가하여 한국 내 인구통계학적인 변화를 초래했다. 다문화 사회는 다양한 배경과 인종을 지닌 사람들로 이루어진다. 다문화가족의 숫자가 증가함에 따라 그들에 대한 정책이나, 그들을 위한 많은 사회적 프로그램의 필요성을 절실히 느끼면서, 정부 각 부처는 사회통합을 위한 여러 가지 정책이나 행사를 해오고 있다. 그러나 특히 사회통합이라는 명분하에 다문화 가족들을 한국에서 적응하는 것을 돕고 그들을 지원하기 위해서 여러 가지 정책 및 교육 프로그램에 대하여 문제점이 드러나고 있다. 각 부처 소관 법률들은 정책목적이 상이하고 행정관리에 있어서 각 정책이 산발적이고 일시적이라는 비판이 있다. 국내 거주 외국인이 계속 증가하고 있는 상황에서 다문화사회를 글로벌 시대의 경쟁력 증진과 선진화 기회로 활용하기 위해서는 일관성 있고 체계적인 통합정책추진과 이를 뒷받침하는 법적 보완이 필요하다. 따라서 본 연구논문에서는 다양한 국적의 외국인이 증가하고 있는 우리사회에서 사회적 갈등을 줄이고 사회통합을 가져오기 위하여 다문화사회에 대응하는 정부 정책의 문제점과 개선방안을 제시하고자 한다. 한국의 외국인 거주자들의 수가 매년 증가하면서, 학제간 상당수의 다문화 연구가들은 다문화 사회를 이해하는 법을 먼저 우리 국민이 배울 필요가 있다고 믿고 있다. 다른 문화들이 같은 존경을 받고 중요성을 가지고 존재하는 다문화 사회를 만드는 것이 그것들을 한국 사회에 문화적으로 동화시키는 것보다 진정한 다문화주의라고 생각한다. 우리는 다문화 가족의 구성원들이 우리 사회의 인적자원의 한 부분인 것을 깨달아야 한다. 결국 가장 중요한 것은 교육을 통한 다문화에 대한 국민의 인식변화일 것이다.
Abstract
From 2010 November 7 to 8, the Global Family Bazaar Festival was held at Central City in Seoul to help multi-cultural households and foreigners to adapt to Korean society. Now, Korea is becoming a multi-cultural society. or We live in a multicultural society. that is The number of multi-cultural families is increasing in Korea. Multicultural families show the new paradigm of demography in Korea. The number of multi-cultural families in the nation keeps rising steadily due to the increase in international marriages. Increasing numbers of multicultural families caused demographic changes in Korea. A multi-cultural society is made up of people from various backgrounds and ethnicities. but, The number of multicultural person is rising, and not many social programs are provided for them in Korea. so The ministry will publish multi-language guidance books on the Korean school system and life. that is As the number of multi-cultural families keeps increasing in Korea, the government came up with programs to better support them. Also, In an attempt to help the children from multi-cultural families adapt themselves to Korean schools and support them, the education ministry decided to strengthen educational programs for them. According to the Ministry of Education, Science and Technology, the government is planning to spend 70 billion won by 2012 to support students with multi-cultural backgrounds. The bill is the first of its kind, and 80 branches of the Transnational Marriage and Family Support Centers nationwide will be transformed into multi-cultural support centers when the bill takes effect. As the number of foreign residents in Korea is increasing every year, experts on multiculturalism believe that Koreans need to be educated on how to understand an increasingly multicultural society. I think building a multicultural society in which different cultures exist equally with the same respect and importance rather than acculturating them into Korean society is true multiculturalism. We must realize that children from multicultural families are part of our society's human resources. The experts said the most significant thing for Korea would be a shift in person awareness about multicultural society through education.
