세계 청소년의 시민의식과 우리나라 시민교육의 시사점

The purpose of the study is a) to investigate the result of the International Civic and Citizenship Education Study (ICCS) of the International Association for the Evaluation of Educational Achievement (IEA) and b) to examine the current state of Korean ICCS survey to suggest political implications of civic education in Korea. ICCS reports on student achievement in a test of conceptual understandings and competencies in civics and citizenship on the basis of the collected survey data from 38 countries. About 140,000 students have participated and the average age of the participated students is 13.5. In regards to the data collected in Korea, 150 schools were selected and roughly 5,000 people (students, teachers, and principals) participated in the survey. Results reveal that the level of civic knowledge among Korean students is quite high. The achievement level of civic knowledge among middle school students is 565 points, compared to the international average of 500. Among all the participating nations, the scores of Finland and Denmark are the highest with both scoring a 576, followed by Korea that is ranked 3rd. On the other hand, Korean students' civic attitudes and civic participation scores are comparatively low. Thus, through variously analyzing the "civic education environment" factor, which lead the above findings, the current paper discusses the future implications for civic and citizenship education.
