지역건설규제와 국제통상협약에 따른 시장변화
Regulations for Local Construction Industry and Market Changes Caused by International Trade Agreements

지역건설산업과 지역경제는 상호작용을 주고받는 순환관계를 가지고 있다. 건설산업은 고용 및 타 산업에 대한 생산유발 효과가 상대적으로 크기 때문에 건설투자의 지역 간 배분과 해당지역 건설업체의 참여는 지역경제 활성화의 관건이 된다. 따라서 우리나라에서는 지역건설업체를 위한 지역제한입찰 및 지역의무공동도급제도를 시행하고 있다. 하지만 FTA나 WTO GPA에서의 건설서비스 양허하한선 변화는 지역건설산업 활동에 직접적인 영향을 미치게 된다. WTO GPA 가입국인 우리나라의 양허하한선은 중앙정부공사 500만 SDR, 특히 지자체와 공기업은 1,500만 SDR으로 여타국의 500만 SDR에 비해 월등히 높은 수준이다. 따라서 GPA 협상 및 FTA의 건설서비스부문 협상에서 양허하한선 500만 SDR로 인하는 항상 이슈가 되어 왔다. 양허하한선의 인하는 ‘지역제한입찰제도’ 및 ‘지역의무공동도급제도’ 운영에 영향을 미치고, 궁극적으로는 지역건설업체의 수주시장에도 큰 영향을 주게 된다. 따라서 본 연구에서는 건설서비스 양허하한선 인하로 인한 지역건설시장의 변화를 광역시․도별로 나누어 효과를 분석하고 시사점을 도출하였다. 분석결과 500만 SDR로의 개방 확대는 모든 지역업체의 수주물량 감소로 나타났다. 서울지역 업체의 감소(6.6%)는 미미한 반면, 대부분의 지방업체는 물량이 10∼20%대로 감소하는 것으로 나타났다. 특히 공동도급시장의 경우 서울업체는 13.6% 감소하지만, 그 외 지방업체는 30%부터 70%까지 대폭 감소하는 것으로 나타났다. 무엇보다 중요한 점은 서울업체는 자기 지역은 물론 전국의 각 지역에서 지역물량의 20∼30%대를 수주하는 반면, 지방업체의 타 지역에서의 수주는 미미한 수준으로 총량적으로는 서울업체의 수주물량이 대폭 증가할 것이란 점이다. 이는 결국 지역경제는 물론 지역균형발전에도 부정적인 영향을 줄 것으로 우려된다.
Abstract
It is very important for regional economy whether local construction firms participate local construction projects, because construction industry has usually greater impact on employment and inducing production activities. Korea has special policies for local construction firms, that is ‘Limited bidding for local firm' and ‘Compulsory Joint receiving with local firms'. Lowering threshold value of construction services in GPA (Government Procurement Agreement) and FTAs would have direct effects on local construction activities. The current threshold values of construction services of Korea, as a member of GPA of WTO, are 5 million SDR in the government delivers and 15 million SDR in the local government or the public institution deliver. The main purpose of this study is to analyze the regional effects of lowering threshold value of construction service which have been agenda repeatedly in the international agreements such as WTO and FTA. Lowering threshold value of construction services would decrease the volume of local construction enterprises' receiving. The effects of construction firms in Seoul with those of other regions are compared and implications are derived. Empirical results shows that lower threshold value of 15 million SDR in local government or the public institution deliver to 5million SDR causes a decrease in local firm's receiving order. The receiving of construction firms in Seoul decreases 6.6%, whereas that of most of other regions 10% to 20%. Especially, in joint receiving, Seoul firms shrink 13.6%, however the other local firms 30%s up to 70%s. The most important fact is that Seoul firms will receive far more than the other local firms. The reason is that construction firms in Seoul receives 20% to 30% of other region's ordering whereas construction firms in other local area can receive very little (less than 5%). This will have negative effects on regional economy and the balanced regional development.
