Moral conscience in Citizenship Education: A key factor for human development

초록

There is a bond between moral conscience and citizenship education. This bond is the foundation of and nourishes development. Civil laws cannot regulate every aspect of human life. Moral conscience, which is not reciprocity of consciousness, becomes therefore, the internal force that urges on man from within to seek the truth of his being and convinces him of the dictates of laws. This internal energy or disposition enhances development and facilitates the achievement of the common good. But there cannot be human development without formation of moral conscience of the citizens. As there cannot exist citizenship education without moral conscience, so too there cannot exist any human development without the recognition of this necessary bond. If such cognition is far fetched, law becomes enemy to the citizens and lack of rule of law means underdevelopment. A country whose citizens are not guided by moral conscience, an internal conviction of searching for the common good and truth cannot contribute positively to the nation building.
