노인장기요양보험법의 양질급여를 위한 법정책적 고찰

Medical advancements and the income level of modern society have made it possible to extend human life more than ever. As well, forms of nuclear family increasing and women are becoming active members of society. Moreover, the birthrate is falling and the numbers of senior citizens are increasing. As a result of these social phenomena, long-term care and support problems for senior citizens and senile patients appear as a national problem and not that of the low-income groups or the support by the nuclear family. In response to the changes of the social welfare circumstances and the future welfare of Korean senior citizens, the government enacted via the social security insurance program the ‘Act on Long-Term Care’ on July 1, 2008. The Act improved the quality of senior citizens’ lives by utilizing the workforce thus relieving the support burden of a family. Until now, the Act has been revised three times and followed through on many improvements to the long-term care insurance system for senior citizens and their welfare. However, we can’t affirm that we received sufficient warranty or superior quality allowance for present long-term care management.
