The act on the security of goods and bond etc. was enacted to establish a goods security right in compliance with a registration. Therefore, goods security rights are divided in the right of pledge of the civil law, security ownership of customary law and security right of the act. But it is expected that the security right of the act would be not used against legislators' expectations. Also, the act will occur many problems from relationship with the civil law and security ownership of customary law because the agreement on possession being recognized in one type of delivery. Therefore, it must be admitted to the overtaking effect of registration so that the security right of this act is revitalized. Finally, a claim for reimbursement in article 18 of the act should be admitted to only a pledgee and creditor.
