R&D 프로젝트 성과평가에 있어 자료포락분석(Data Envelopment Analysis, DEA)은 그 효율성을 [0,1] 범위의 지수로 표현할 수 있는 유용한 계량적 방법론이다. 하지만, 현장실무자 입장에서는 첫째, 이론적․수학적 모형의 복잡성으로 인한 이해의 어려움이 수반되며, 둘째, 이로 인해 R&D 프로젝트의 투입․성과 관련 다수 지표들이 과연 기준타당성(criterion validity)을 갖는 단일 DEA효율성지수로서 산정될 수 있는지에 대한 의구심을 표출한다. 본 연구는 실증분석을 실시하여 R&D 프로젝트의 DEA효율성지수와 실제 현장실무자가 관례적으로 활용하는 주요 정규화지표(normalization index)의 합치도를 검토한다. 분석결과 DEA효율성지수는 3개 주요 정규화지표 모두에서 통계적 유의성을 갖는 양(+)의 표본상관계수값을 갖되 그 절대값은 각 정규화지표별 약간의 차이를 보였다. 또한, Acceptance Region Type I 제약식의 생성․활용은 그 합치도를 모두 개선시킨 것으로 확인되었다.
Abstract
Data Envelopment Analysis(DEA) is a useful quantitative methodology that calculates an efficiency score placed in the range of [0, 1] for performance evaluation of R&D project. However, practitioners tend not to easily accept DEA efficiency score for some reasons, 1) DEA imposes on practitioners due to its theoretically and mathematically complex modeling techniques, 2) practitioners often raise questions whether a single DEA efficiency score can adequately represent multiple input indices as well as performance indices associated with R&D project concerned. In this study, the level of congruence is investigated by an empirical analysis between DEA efficiency scores and three major normalization indices which are used conventionally for evaluating R&D project performance in practical work. Results show that all three normalization indices analyzed have statistically significant (+) sample correlation coefficients against DEA efficiency scores but the magnitude of sample correlation coefficients varies slightly. Furthermore, Acceptance Region Type I constraints improve the levels of congruence regarding all three major normalization indices concerned.
