녹색도시 조성을 위한 법·제도 개선방안

Urban planning is one of the most important fields in green growth policies because citizens consume huge amount of energy and there are various dynamic forces for green growth in cities at the same time. Accordingly, this study does not only aim at analyzing current legal situation but also presenting alternatives in terms of institutional framework. The results show several problems: fragmented law and authorities, poor incentives, and inadequate sovereignty of local governments. Several alternatives are suggested. The concept of ‘green urban planning’ should be included in the Green Growth Act. ‘A Greenness’ should be also integrated to National Land Planning Act and reinforced in each acts. In addition, national government needs to provide local governments and private entities with various incentives to enhance institutional feasibility. Therefore, it is necessary for national government to propose act amendments for green urban planning and provide local government with various types of incentives.
