공무원 노사관계 변화의 영향요인에 관한 연구:일본 지방자치단체 사례를 중심으로

This research explores the main factors of the change of labor relations in the public sector on focusing the case of Japan's local government to suggest some useful policy ideas. Analysis shows that there are the various external factors to influence the change of labor relation. For example, the stability of policy system, financial trouble, government reformation, the institutionalization of Zinziin, a increase of GNP, a low unemployment, potentiality for equal society, and recess of labor union are the main environmental factors. And also there are the procedural factors to impact the change, such as stabilization of pre-deliberation, increase of using the conference about labor relations, the active attitude of public labor union, and positive correspondence of local government. This study implies that the policy of distribution equality, the improvement of system to propose neutral and rational labor conditions policy, the multiple communication channels to discuss labor relations, and consensus to build the good relations as partners are necessary to improve the labor relations of public sector in Korea.
