특수고용형태업무종사자 산재보험 적용방안: 퀵서비스, 택배, 간병을 중심으로

본 연구의 목적은 특수고용형태업무종사자 중 3개 직종인 퀵서비스업무종사자, 택배업무종사자, 간병인 등의 산재보험 적용을 위해 해당 직종의 규모·실태 및 생활상에 대한 조사 및 다각적 심층연구를 통하여 산재보험 적용확대의 적정성 및 적용방안을 제안하는 것이다. 연구 대상별 적합성 여부에 따라 본 연구 대상의 범위는 구체적으로 퀵서비스(지역)업무종사자, 택배(지, 간선)업무종사자, 간병(특수 고용)업무종사자로 한정하기로 한다. 본 연구에서는 업계의 현황을 파악하기 위하여 각종 문헌조사를 통하여 국내 사례조사의 배경 정보를 수집함은 물론 현장 설문조사를 통하여 실태파악을 하고자 하였다. 설문조사는 재해 유형, 재해 처리방법, 산재보험 가입 여부, 산재보험에 대한 인식 등을 설문항목에 포함시켜 2010년 3월1부터 3월 31일까지 각 업종별 실태 및 의견 수렴을 위해 각 업종별로 100여 명, 도합 400여 명에 대해 1대1 대면 설문조사를 실시하였다. 조사 결과는 SPSS 통계 프로그램을 통해 분석을 실시하였다. 조사 결과를 통하여 본 연구 대상의 각 대상별 산재보험 적용방안을 제시하였다.
Abstract
The purpose of this study is to propose the adequacy and application of the industrial accident compensation insurance for independent contracts(dispatch rider, delivery service worker, care-giver) through the investigation and multilateral in-depth study of work status and living conditions. In this study, to understand of the industry take advantage of various research literature investigating the background of domestic cases as well as field surveys. The survey including disaster, disaster handling, and the perception of the industrial accident compensation insurance, is collected feedback from each industry status from March, 1 to March 31, 2010. Survey results was analyzed by SPSS program. Through the findings of this study, plan for each target-industrial accident compensation insurance coverage is presented.
