한국경찰의 협력치안 실태와 개선방안 연구

Korean cooperation infrastructure for public security seems to have the following three characteristics. First, the sophisticated cooperation infrastructure between upper-city levels (e.g., metropolitan cities and local governments) and local communities in town-level has been built. Second, for the cooperative activities for the public security, police has very limited discretion. In regards to the police discretion,there are only two matters where police exert their discretion fully, committee activities for Community Safety Council and Voluntary Community Patrol Service. Third, it is difficult to find any community council run by police which is truly associated with community partnership. Based on these findings several recommendations are presented; (1) to acknowledge the inherent limit of expanding the infrastructure for public security,(2) to consider an introduction of third party policing, (3) to enhance training programs for enhanced cooperation of public security, (4) to assist infrastructure for public security, (5) to transfer community policing responsibilities to the local communities, (6) to examine and improve activities of Public Safety Administrative Council, (7) to innovate the operation of Patrol divisions and police-boxes,(8) to improve the operation of Community Safety Council, (9) to improve the operation of Voluntary Community Patrol Service. In addition, this paper demonstrates that the most important requirement in the cooperation efforts for public security is 'partnership.' The prerequisite for the success of partnership is 'mutual trust'.
