주파수 자원에 대한 행정유인가격 산정 방법론 연구

이동통신산업의 지속적인 발전과 주파수 자원의 희소성으로 인하여 효율적인 주파수 사용을 촉진할 수 있는 할당대가 산정의 중요성이 더욱 높아지고 있다. 행정유인가격은 경매제와 더불어 주파수 자원의 경제적 가치를 기반으로 할당대가를 산정하는 방법의 일환으로 이미 영국 등 통신선진국에서 제도화되어 성공적으로 시행되고 있다. 이에 본 논문에서는 기존 심사방식에 대한 대체수단으로서, 경매제에 대한 보완수단 또는 대체수단으로서 활용가능성이 높은 행정유인가격의 구체적인 산정 방법에 관한 내용을 연구하였다. 본 연구논문은 행정유인가격에 관한 해외 사례분석에 치중하였던 기존 연구들과는 달리 구체적인 산정 방법에 관한 내용을 중심으로 해외와 국내 사례를 비교·분석하였으며 이를 바탕으로 문제점과 개선해 나가야할 방향, 그리고 향후 예상되는 이슈들에 대하여 논하였다. 본 연구의 분석에 의하면, 영국과 국내 사례는 방법론 차원에서 유사성이 높으나 구체적인 산정과정에서는 일부 차이를 보이고 있으며 3G로의 가입자 전환 등 서비스 환경이 급변하고 있는 오늘날에는 과거 연구를 그대로 적용하기에는 많은 한계점을 보이고 있다. 이를 보완하기 위해서는 이동통신망 원가모형에 기반하여 주파수의 한계기회비용을 측정하되, 이를 동태적 관점에서 재정립하는 것이 필요하다고 보여진다. 향후 행정유인가격이 국내에 도입될 경우에는 대상 서비스, 단계별 확대 방안, AIP 가격에 관한 초기점 및 경로 설정, 그리고 대역별 주파수의 기술적 차이에 의한 특성 차이를 어떻게 계수화 할 것인가 등이 주요 논점이 될 것으로 예상되는데, 기존 연구들을 참조하고 이동통신 제반 여건을 감안하되 연구반 운영 등을 통해 해소해 나갈 수 있을 것으로 기대된다.
Abstract
The importance of the pricing on the spectrum is growing with the need to develop mobile industry continuously and the scarcity of the spectrum resource. The AIP, which is method to set price based on economic value of spectrum likely as auction, was first introduced in UK and is used successfully in many telecommunication services. In this paper we analyzed details of setting AIP on spectrum bands because AIP is good alternative method as a complementary means or a substitute means to auction, as well as a substitute means to existing beauty contest. This paper compare domestic study case with foreign case, focused on details of setting the AIP so that differ from other existing case study papers focused on general AIP system. We also describe some challenges, the direction to be improved, and a few issue expected. According to the analysis of this paper, the Korean case by the ETRI and UK case use similar methodology except a few difference in detail. But, both shows some critical weak points to apply today which service environments are changing suddenly, including transfer from 2G to 3G mobile service. In order to remedy these problems, it needs to measure marginal opportunity cost based on LRIC model of mobile network and modify some points to reflect dynamic perspectives. It is expected there are some issues on AIP including target services, initial price and path, spectrum characteristics coefficients. We think it is desirable to refer relevant documents, reflect domestic circumstances of mobile industry, and operate study group in order to solve those issues.
