고령화 사회에 있어서 고령자주거복지를 위한 법제도적 개선방안

The purposes of this study are to find out the housing policy for elder adults in Korea and also to examine legislative reform of housing welfare for the aged in an Aging Society. The status of the aged has changed by their functions and social structure in the industrial society. Weakness of productivity, property, family traditional link, mutual dependence, and public relationship caused by urbanization makes the position of the aged attenuate. To enable the elder to continue to stay in their own home and community, a universal design approach is widely adopted in designing housing units. It is also essential to support families with aged household as they are likely to be given the least attention in the house leasing/rental markets, except when they have their own houses. In a survey that was conducted, the families with aged household that are in an unstable housing state complained about the instability in terms of the renewal of their lease contract because they were senile, as well as about the burden of rental fees. Therefore, support plans at the local-community level must be formulated. The state must to provide rental houses for the elder. Because of a nuclear family and the growing rate of the aged, the private supporting system in a traditional society is not enough for the welfare of the aged. Therefore, the government should strongly support the aged by expanding housing welfare and revising the law for the aged.
