프랑스 도시연대및재생에관한법률(SRU법)의 연대(Solidarité) 개념의 구체화에 관한 연구
A Study on the Concretization of Solidarity Concept of the "Law of Solidarity and of Urban Renewal(Loi relative à la solidarité et au renouvellement urbains)” in France

The "Law of Solidarity and of Urban Renewal"(SRU Law), enacted in 2000 and modified deeply French urban planning, aims the sustainable development through "solidarity" and "urban renewal". Confronted with urban expansion phenomena adapted for cars in the late twentieth century, this law intends to transform urban development by consolidation of solidarity in urban areas and urban revitalization. This paper aims to study how the abstract 'solidarity' concept takes shapes in urban and related plannings. The solidarity concept enhances a dialogue between urbanism, housing and mobility planning and consolidates the coherency of scheme and local planning. In urban planning, this concept reveals that SCOT and PLU take places of SD and POS, which brings the transformation of direction and regulation of each planning. The ZAC system is also changed to be involved in PLU. In housing planning, solidarity concept prescribes a rate of 20% of social housing for every communes and establishes a national agency for social housing. In the mobility planning, PDU favours public transportation networks and limits car traffic, building up more relation between PDU and PLU. This study leads understand a French new urban strategy and recent urban planning tools and rules.
