미국 헌법교육 동향과 시사점

초록
본 연구는 우리나라 헌법교육을 바로잡고 체계화해야 한다는 우려의 목소리에서 출발하였다. 헌법과 권리장전에 기초한 미국의 헌법교육 프로그램 활동은 우리 헌법교육 실천에 시사하는 바가 크다. 이러한 문제의식에 기초하여 본 연구는 미국 헌법교육 운영 프로그램 사례 분석을 통해 의미 있는 시사점을 찾고자 하였다. 그 분석 결과를 정리하면 다음과 같다. 우선 목표면 에서 지식적, 가치적, 행동적 차원의 헌법교육이 독립적으로 구별되기보다는 상호 연결되면서 동시에 이루어지고 있었다. 둘째, 내용면에서 헌법의 역사와 의미를 탐색하는 활동과 함께 국민의 권리 내용을 주로 다루고 있었다. 셋째, 방법면에서 학생 중심의 탐구 활동으로 헌법교육이 진행되고 있었으며, 이를 위해 다양한 실제 사례와 그림 자료, 학습지 등이 활용되고 있었다. 넷째, 헌법교육 관련 프로그램은 정부기관 및 관련 유관기관 등을 중심으로 운영되었고, 학생과 교사 및 학부모들에게도 헌법교육 자료가 제공되고 있었다. 끝으로 교사들이 헌법수업을 진행하는데 필요한 수업자료와 프로그램, 학습자료 등을 풍부하게 제공하고 있었고, 교사연수 및 기술적 도움 활동도 있었다. 무엇보다도 정규 교육과정 이외의 다양한 학교 밖의 활동 프로그램 속에서 학생활동 중심의 헌법교육이 필요하다. 정부 유관기관이외의 다양한 민간기관의 협력과 참여가 필수적이며, 지역사회와의 연계적인 접근도 요구된다. 최근 창의적 체험활동이 강조되고 있는 우리 교육계 상황을 보면 그 어느 때보다 다양한 헌법교육 실천 활동의 가능성이 높다고 판단된다.
Abstract
This study started with the voices of concern about the systematic education of constitution. Constitutional education in the U.S.A. have significant implications for the practice of Korean education. In this study, meaningful implications have been searched through analysis on the programs of the constitutional education in the USA. First, in the aspect of goals, the three areas - knowledge, value, and action - of the constitutional education are connected. Second, in the respect of content, American education of the constitution deals mainly with the rights of the people as well as exploring the meaning and the history of the Constitution. Third, in the respect of the methods, the education of the Constitution has been pursued by student-centered inquiry activities. Fourth, the programs for the education of the Constitution are run mainly by the government branches, government-related subsidiary organizations, and civic groups. Finally, the teachers are provided well with diverse teaching materials and programs. Above all, we need students-participated education of the constitution not only in school but also outside of it through diverse activities.
